AMP stands for Antimatter Manipulation Principle—as people from my world can't normally use magic, we've developed technology to simulate some of its properties. Grav-con units are pretty self-explanatory—they allow their users limited control of gravitational fields.

Yes. Most are limited to military use, but there are quite a few types available for civilians. I don't have it with me right now, but my boomerang is an example of AMP tech that was made available to the public—while I can throw it normally, the amplifiers allow me to control its direction midair if necessary.
