Grav-con units are examples of AMP technology. AMP stands for Antimatter Manipulation Principle—as people from my world can't normally use magic, we've developed technology to simulate some of its properties. Grav-con units are pretty self-explanatory—they allow their users limited control of gravitational fields.

Yes. Most are limited to military use, but there are quite a few types available for civilians. I don't have it with me right now, but my boomerang is an example of AMP tech that was made available to the public—while I can throw it normally, the amplifiers allow me to control its direction midair if necessary.
I think I remember reading about that thing. You bought it when you were at Wiwaldi still, right? I don't think I've ever used a weapon like that before...
