Purpose may still be something found, at times. There is a place for all within the world, and while they may need to seek it, it shall still be there. Mayhap they were not born for a given role, but find themselves suited to fill it when they are needed, and find purpose in a new duty in that manner.
... I suppose that's not a bad way to think about it. I don't care for the idea of roles decided at birth... but it's nice to think everyone has a reason to exist.
I would, yes. Creation requires knowledge of the subject and a perfectly clear idea of what one wishes to create; this is why we require approval for many types of concepts.
