Torch guy moves to overtake the other two soldiers, who turn to stand at the base of the tower so they can keep watch at ground level. The one with the torch goes up the stairs alone, and from where Aikawa is camping, he'll be able to see straight down into the center of the tower and the stairs that wind through it.
It seems the man making his way up doesn't have his blade out. He's likely merely coming to light the watchtower torch.
