[dispel effect is now hers! as stated on the menu, it will allow her to pick any target, including herself, and either a) cancel out an active effect or b) protect them from the next effect inflicted on them. "effect" in this context refers to curse-type powers/powers that are along the lines of "do [x] to [y]" and aren't blatantly helpful (e.g. it wouldn't cancel out healing). one use only.]

Can I use it any time? At trial, some people were saying that some powers are limited to certain times.

... If you use it to preemptively protect the target from the next curse, then that'll still remain active on the off chance they get hit with a curse during trial, but the power itself can't be activated during those nine hours. Most can't.
