[dispel effect is now his! as stated on the menu, it will allow him to pick any target, including himself, and either a) cancel out an active effect or b) protect them from the next effect inflicted on them. "effect" in this context refers to curse-type powers/powers that are along the lines of "do [x] to [y]" and aren't blatantly helpful (e.g. it wouldn't cancel out healing). one use only.]
