It is tucked away in a corner as unceremoniously as normal garbage would be, amidst a pile of other garbage bags, except this one is moving, squirming, as if full of worms. The incinerator flames are behind you, the orange and white gleaming off of black, sticky surface. Whatever the noise is coming from, it seems very pained. WHO’S THERE…? it speaks, like a dying gasp, desperate.
Dimitri can push open the doors — and outside, he sees... some kind of festival, accompanied by an announcing voice line (same as the screenshot). The lights twinkle pleasantly, and he can hear sounds of chatter, though nothing they say is clear. He can certainly go out and explore further, but like with Emet, he will have a feeling he can't rely on there being funny communication reflective windows.
