It doesn't expire. Just keep in mind it's only one or the other. You can only use it either preemptively or to cancel out a present effect.
Also, just so we're on the same page: "effect" in this context is for curse-type stuff. So if you tried using it on someone who, say, had Who's There active, it wouldn't cancel that power.
