Shadows is worse. Pure pragmatism can be countermanded. If it is difficult to anticipate succeeding, murder is no longer a pragmatic choice. The hostages complicates it, of course. But even then, at least it is predictable and one knows one will only act when one has made a reasoned analysis of the alternatives.
